Pet Owners Responsibilties

Pet owners please review the Animal Control Bylaw 2011-05. There have been increasing concerns being raised by your fellow residents recently.

Key points:

  • Dogs not allow on Public Beach, (sandy area and in water in swimming zone)
  • Rules regarding barking and nuisances and fines

The Summer Village of Parkland Beach is proposing some changes to the Land Use Bylaw to address issues that have arisen since the last full update and to keep the Bylaw current.

A public hearing on the proposed changes, which are identified in Bylaw No. 2022-05, is scheduled for Saturday, August 20, 2022 at 1:00 pm at the Parkland Beach Hall.

Position Description:

Reporting to the Chief Administrative Officer the Public Works Foreman (PWF) is the ‘face’ of the Public Works for the SV of Parkland Beach.  This position is responsible for all aspects of maintaining the SV Public areas including the public Beach, public buildings and reserve areas maintenance. 

Duties include:

The duties of the PWF include all related activities related to maintaining public areas and reserve areas of the summer village.  This includes operating and maintaining equipment used for mowing, trimming, chain sawing, painting,  raking and earth works.  Mowing and weed whacking is required throughout the summer village in the reserve areas and along roadways ditches. The beach area is maintained on a daily basis in the summer including; cultivating the beach areas, garbage collection, recycling and general beach front clean up.  Inspection of equipment and maintaining all equipment and to a high standard is required.  The Beach also has a move in slide dock and buoy barrier to install/remove in the Spring/fall.

The PWF also works with summer employment, generally students high school or post secondary.  Typically from June to August there are 1 to 2 summer workers.  The PWF is responsible to ensure that supervision is to the standards set by the community for safety and human resource management.  The summer student report to the PWF.

The position interacts with the public, answering general questions. Specific requests, and all complaints are referred to the Summer Village office.

Interacts with Suppliers and Contractors. Assists sub-contractors as required and approved by the CAO.

Availability:

  • May 1 – October 31 every year full time with weekend and some evenings required
  • November to June – on call with roughly 10 – 15 hours per month

Requirements:

  • Clean Class 5 drivers license
  • Criminal record check
  • Supervisory experience
  • Strong history of operating small equipment
  • Must be a good communicator both for employees and public purposes.

Summer Village of Parkland Beach is accepting applications for two Summer Assistant positions in the Public Works / Parks Department.

  • Duration is May – August or July – August, with a minimum of 30 hours per week
  • Hours are flexible, dependent on weather, with some weekend shifts
  • Duties include outdoor labour, mowing, trimming, equipment maintenance, general clean-up and other miscellaneous tasks
  • Qualifications:
    • 16 years of age or over
    • Valid class 5 driver’s license
    • Self-motivated and able to work independently

New Administrative Assistant

We would like to extend a huge welcome to Gwen Auvigne for joining the Summer Village as the new Administrative Assistant. Gwen will be working 4 days per week in this newly created role working with both the Summer Village of Parkland Beach and Gull Lake. Gwen brings a wealth of experience from her prior roles and we are very grateful to have her join us.

Resource Sharing with Summer Village of Gull Lake

The Summer Villages of Parkland Beach and Gull Lake have entered into a resource sharing agreement for the administrative functions for both summer villages. Cyril Fortney, CAO and Gwen Auvigne, Administrative Assistant will be equally sharing the duties at both locations.

Regional Subdivision and Development Appeal Board

The Regional Subdivision and Development Appeal Board (SDAB) is a quasi-judicial board that hears appeals on planning decisions for several municipalities across Central Alberta. The SDAB is responsible for conducting impartial, fair and timely hearings. The SDAB serves the following municipalities:

Pathways Update

In the regular meeting of Council on September 20, 2021, Council made the decision to upgrade two pathways:

  • the pathway connecting Parkland Place and the Summer Village office, and
  • the pathway connecting the Summer Village office to the parking lot near the marina

These pathways are now a shared use trail not exclusively for pedestrians. The purpose was to provide a designated shared use path to the marina, water and ice effective October 1,2021. All trail users should yield right-of-way to pedestrians at all times.

2022 Budget Planning

Budget planning for the 2022 fiscal year has begun for Council. Are there any areas of concern that should be addressed? Do you have ideas that you feel should be investigated further?

SVPB Social Committee

Councillor Robinson has taken the lead in creating a Social Committee for the Summer Vilalge. The goal is to start planning events in early 2022 for the Spring and Summer seasons. Events that cater to all residents, young and old, utilizing all facilities we have to offer.
